Penn financial aid for Ghanaian students (2026-27)
Yes, Penn gives need-based aid to Ghanaian students, but it is need-aware for international applicants and says some students it would like to admit are turned down because its international aid budget runs out. If you are admitted with aid, Penn meets 100 percent of your demonstrated need with grants and work-study, and you apply by filing the CSS Profile and uploading your parents' income documents to Penn by 6 November for Early Decision or, for Regular Decision, by 1 February (Penn's aid checklist says 5 February, so aim for the earlier date).
Does Penn give financial aid to Ghanaian students?
Yes, but Penn is need-aware for Ghanaian applicants. Penn is need-blind only for citizens and permanent residents of the United States, Canada and Mexico. For everyone else, it says, a family's ability to pay does factor into admission.
Penn is unusually frank about what that means. Its aid office says some candidates it would like to admit are declined because it has exhausted its international aid budget. Its admissions office says it will only admit aid applicants it can commit to funding.
The promise after admission is strong. Penn says admitted international students who applied for aid get packages that meet 100 percent of their demonstrated need. The packages use grants and work-study, with no loans. All Penn aid is need-based. There are no merit or athletic scholarships.
What are Penn's aid rules and deadlines?
Penn is need-aware for you, meets full need if you are admitted with aid, and wants your aid documents within days of the application. Here are the details for students entering in autumn 2027, from Penn's 2027-28 aid checklist and admissions pages in October 2026:
- Aid for internationals: need-aware admission.
- Need met: 100 percent of demonstrated need, with grants and work-study.
- Aid forms: CSS Profile, plus tax returns or earning statements uploaded to Penn. No IDOC.
- Early Decision: application by 1 November 2026, aid documents by 6 November 2026. Decision in December.
- Regular Decision: application by 5 January 2027, aid documents by 5 February 2027. Decision in April.
- Application fee: $75, with a waiver through the Common App or Coalition Application.
- Tests: SAT or ACT required, with a hardship waiver.
- English test: not needed if English was your main language of instruction for at least three years.
One date differs between Penn's pages. Its admissions page gives 1 February for Regular Decision aid materials; the aid office checklist gives 5 February. Aim for 1 February. Check every line on Penn's site before you apply.
What would my family actually pay?
That depends on your family's full finances, which Penn assesses in dollars after you apply. Penn lists a 2026-27 on-campus budget of $99,082: tuition $65,670, fees $8,308, housing $13,644, food $6,960, books $1,412, transport $1,080 and personal costs $2,008.
Penn's Quaker Commitment adds income lines for admitted aid applicants: billed costs covered below $75,000 a year, and at least full tuition up to $200,000, both with typical assets. Penn does not say these apply only to US families, but ask the aid office how they work for a Ghanaian family.

How do I apply for aid from Ghana?
Ask for aid on your application, file the CSS Profile, then upload your parents' income documents straight to Penn. Penn's code for the Profile is 2933.
- Ask for aid when you apply. Penn says international students must apply for aid at the same time as admission.
- File the CSS Profile. It opened on 1 October 2026. Both parents' information is required. If your parents are divorced or separated, the other parent files a Non-Custodial Profile.
- Upload income documents to Penn. Send your parents' tax return, with a translated copy if needed, converted to dollars. If they file no tax return, send a wage statement, pay slip, or an employer's letter on letterhead stating annual income.
- Add the Non-Tax Filer Form if your parents do not file taxes. Penn says your application stays incomplete without it.
Penn does not use IDOC. Anything you send through IDOC never reaches Penn. Upload everything through Penn's secure document submission portal instead.
What is Penn looking for?
Students who are curious, practical and focused on doing good, in the spirit of Benjamin Franklin. Penn says its review is comprehensive: it weighs every part of the application and your full context, not one number.
Its readers ask what your classes say about you as a learner, how you spend time outside class, and how you contribute to your communities. What should I know about applying from Ghana?
Three things matter most.
The SAT is required. Penn requires the SAT or ACT, with a waiver for hardship. For Early Decision, the last SAT it accepts is November 2026. For Regular Decision, it is December 2026. See SAT test centres in Ghana.
Your English test is probably not needed. Penn exempts students whose main language of instruction was English for at least three years. If you do need one, Penn accepts TOEFL, IELTS Academic or Duolingo taken on or after 1 April 2025.
Your WASSCE comes after Penn's final transcript date. Penn says enrolling students submit a final transcript in June, and accepts predicted scores where final exams are not yet available. WASSCE results usually arrive in August. If you are admitted, ask how Penn wants your results, and send them the day they arrive.
Should I apply to Penn?
Yes, if your record is among the strongest in your school and one of Penn's four undergraduate schools fits you, as part of a wider list. Penn's honesty about its limited international budget is the key fact: an aided Ghanaian application competes for a small pot.
